The movement of a train equipped with cab signals, speed control, or automatic train stop not in operative condition for the direction of movement is prohibited. The only exception is when failure occurs after the engine leaves it's initial terminal.
a. Engineer's responsibility
If the cab signal, speed control, or automatic train stop fail enroute, the Engineer must take the following actions:
1. Operate the
train according to fixed signal indication and cab signal indication, if
operable. Speed must not exceed 40 MPH,
unless the Dispatcher authorizes Rule 556.
2. Pass no signal
displaying Stop and Proceed or Restricting, unless authorized by the Dispatcher.
3. Notify the
Dispatcher and Conductor as soon as possible without delay to the train..
The reason and location must be included in the report.
4. Consider the
failed apparatus as inoperative until the engine has been repaired, tested,
and found to be operating properly.
b. Dispatcher's responsibility
Once advised of a cab signal, speed control, or automatic train stop failure, the Dispatcher must take the following actions:
1. He must inform
the Dispatcher of the connecting district, division, or railroad.
2. He must not
grant permission for the train to pass a Stop Signal, Stop and Proceed,
or Restricting Signal until he has determined that the block to be entered
is not occupied. In an emergency, the Dispatcher may authorize movement
into an occupied block.
EXPLANATION:
When operating in CSS territory with inoperative cab signals, an Engineer must not pass a Stop and Proceed signal without the Train Dispatcher's authorization, who must first determine that the block ahead is clear before authorizing movement. This is done to prevent a train with inoperative cab signals from entering an occupied block on a main track.
Cab Signals are not in service when operating against the current of traffic in Rule 251 territory, therefore the Engineer may accept a Restricting signal at interlockings when the Form D, line 2 authorizes movement against the current of traffic or when the route for their train is seen to be lined for other than a main track.

without permission of the Dispatcher.
3. Notify the Conductor and Dispatcher
as soon as possible without delay to the train and consider the apparatus
as inoperative until repaired, tested and found to be functioning properly..
4. All the above.
The Train Dispatcher must inform Train Dispatchers of connecting districts, divisions, or railroads when:
1. It is time for lunch.
2. They are being relieved.
3. The telephones are not working.
4. A train experiences a cab signal, speed
control, or automatic train stop failure enroute.
A train moving under rules 552, 554, or 555 may not pass a signal displaying Restricting or Stop and Proceed:
1. Unless the crew is in a hurry.
2. Except to make schedule.
3. Unless authorized by the Dispatcher.
4. Unless given a hand signal to proceed.
