This rule applies only to:
1. Movement authorized by the Dispatcher, as provided for in Rule 550, "Train not equipped with cab signal apparatus" and Rule 554, "Movement with inoperative cab signals, speed control, or automatic train stop."
2. Movements made in accordance with Rule 561, "cab signal portion of the wayside signaling equipment not operating."
Such movements may proceed at normal speed, not exceeding 79 MPH. They will be governed by fixed signal indication and cab signal indication, if operable, and must not pass a signal displaying a Restricting or Stop and Proceed unless authorized by the Dispatcher.
The Dispatcher must not grant permission for such movements to pass a Stop signal, Stop and Proceed, or Restricting signal until he has determined that the block to be entered is not occupied. In an emergency, the Dispatcher may authorize movement into an occupied block.
EXPLANATION:
Crew members are reminded that they may only operate under Rule 556 after being authorized by the Dispatcher. Operation under Rule 556 allows Normal speed not exceeding 79 MPH. A train must not pass a Stop and Proceed or Restricting Signal without permission from the Dispatcher. The train does not have to be stopped at the aforementioned signals before permission is given. However, a train having received permission to pass a Stop and Proceed signal before reaching it must still come to a full stop before passing.
Dispatchers may allow a train into an occupied block only in an emergency

or Restricting unless they determine the block to be entered is not occupied.
3. Go to lunch early.
